On Windows, migrate to WinIconv

Hello,
about Audacious for Windows, I would like to suggest the migration to WinIconv.
It is software and (under certain conditions at compile time) binary compatible with GNU iconv.
While it provides the same features it uses the built-in capabilities of MLANG component and the immediate advantage is the replacement of a 1MB DLL with a 24KB one.
