make fails due to error: Missing dependency for FLAC support: flac >= 1.2.1

When I try to configure audacious-plugins-3.8.2-gtk3 I get the "error: Missing dependency for FLAC support: flac >= 1.2.1" message. So, I added flac-1.3.0-3 command line tools via the package manager to no avail. Does anyone have any suggestions as to how to correct this problem? Do I have to install the older flac 1.2.1?

You probably need to install the development library, like libflac-dev. The version needs to be >= 1.2.1, so there is no need to downgrade.
