Hello, it is possible to create a button for activating/deactivating Last.fm scrobbler plugin to Playlist or Audacious main window in Winamp Classic Interface?

No, it's not possible to add new buttons to the Winamp Classic interface since the layout has to match the historical layout of Winamp 2.0, in order to remain compatible with all the Winamp 2.0 skins around.
