Buffering mp3 stream really slow / hanging

Description
Buffering the stream [1] is really slow.
The time for adding the stream is acceptable but not
for resuming with "Continue playback on startup" enabled.
Sometimes it needs more than one minute to start the playback
and meanwhile Audacious cannot be closed safely.
Audacious 3.4 buffers this stream much faster.
Do you have any idea what is the cause for this?
These are the last lines when Audacious is hanging:

I cannot reproduce any delay; however, the stream plays only silence. Is that expected?

No, this is not expected.
Does it work if you open it in a web browser?

Firefox only prompts me to open it in Audacious.

And the saved file is 96 kbps MP3 silence (Audacious, Audacity, and ffplay all agree).

This seems to be related to your location.
With an American proxy, I also hear just silence.

Otherwise could you try adding a URL which plays on your side?
Then enable "Continue playback on startup" and restart Audacious several times.
Buffering gets slower each time, but a manual stop/resume is fast. Really odd.
